49. Regulations The Minister may make such regulations as he thinks fit for— (a) specifying the limits within which and the conditions under which a supply of electricity is to be compulsory or permissive; (b) ensuring a proper and sufficient supply of electrical energy; (c) securing the safety of the public; (d) the coordination and improvement of the supply of electricity generally; (e) the testing, certification and all other matters connected with meters, and the payment of fees and rental charges; (f) the carrying out of the duties of an undertaker and consumer in relation to the supply and use of electricity; (g) the generation, transformation, distribution and use of electrical energy in factories, workshops, electro-medical institutes, theatres, private residences and such like places; (h) minimising any interference with the electric lines, wireless stations and apparatus of Government departments, or of any authority, company or person; and (i) the purposes of this Act.
