34. Environmental emergency
(1) Where a major threat to the environment is posed as a result of a spill
or otherwise, the Prime Minister may, in consultation with the Minister, declare an environmental emergency.
(2) Notwithstanding any other enactment, where an emergency is declared under subsection (1), the Prime Minister may give such directions as
he thinks fit to any public department for the purpose of the protection of
the environment.

(3) The public department which has been given a direction under subsection (2) shall prepare such contingency plan as is appropriate in the event
of an emergency situation contemplated under this section.
