36. Regulations under this Part
The Minister may make regulations under this Part—
(a) for the purpose of preventing, or in any way dealing with, a spill;

(b) providing for the requirement of a contingency plan in respect of
any activity which may cause a spill;
(c) after consultation with the Commission, for the purpose of environmental emergency.
