18. Provision of goods, services or facilities
No person who, for payment or otherwise, provides goods, services or facilities, shall discriminate against another person—
(a) by refusing or failing to provide him with those goods, services
or facilities; or
(b) in the terms or conditions on which, or the manner in which, he
provides that other person with those goods, services or facilities.
