16. Manufacture of excisable goods
No person shall manufacture excisable goods other than leaf tobacco—
(a) in any place other than in a factory; and
(b) except in accordance with a process which is prescribed or,
where no process is prescribed, in accordance with a process
approved by the Director-General.
