19. Explosives issued for use
(1) Explosives issued for use in respect of blasting operations shall be
under the charge of a holder of a blasting certificate who shall deal with
them in the prescribed manner.
(2) Every holder of a blasting certificate shall be in possession of a copy
of this Act and of the regulations made under it.
