3A. Commonwealth countries
(1) Subject to subsection (2), this Part shall apply to all Commonwealth
countries.
(2) The Minister may, by regulations, provide that this Part shall not apply to a Commonwealth country or shall apply in relation to a Commonwealth country subject to such limitations, conditions, exceptions or qualifications as may be specified in the regulations and where any regulations so
provide, this Part shall apply in relation to that country subject to those
limitations, conditions, exceptions or qualifications.
