3. Provision of allowance
(1) Subject to this Act, every claimant in whose case the conditions laid
down in this Act are satisfied shall be entitled to receive an allowance for so
long as those conditions are satisfied.
(2) The allowance shall be paid out of the Consolidated Fund for the
benefit of the family as a whole and shall consist of such equal monthly
payments as the Minister may prescribe.
