8. Disqualification from membership
No person shall be appointed or shall continue to hold office as a member
of the Council if he—
(a) is convicted of an offence involving dishonesty or fraud;
(b) is incapacitated by physical or mental illness;
(c) is otherwise unable or unfit to discharge the functions of a
member.
