25. Variation of licence
(1) The Commission may, by written notice to a licensee, vary the licence.
(2) The Commission shall not vary a licence by—
(a) restricting the activity authorised by the licence; or

(b) including further conditions on the licence, unless the Commission has notified the licensee of the proposed variation and the
reasons for the proposed variation, and has given the licensee a
reasonable opportunity to make representations to the Commission thereon.
(3) This section shall apply to a holder of a Global Business Licence.
