12. Consultation on notices
(1) Before or at any time after issuing a prohibition notice, the Permanent
Secretary shall, as far as he deems practicable, consult—
(a) the person affected;
(b) the Committee.
(2) The Permanent Secretary may consult a technical advisory committee
set up by him, or any public department, on a notice.
