10. Pre-test counselling
A medical practitioner, a nursing officer or a paramedical staff of an institution, or any member of a non-governmental organisation, registered under
section 4—
(a) shall counsel a person who is to undergo an HIV test;
(b) may counsel such person as is considered by him to be in need
of counselling.
