21. Regulations
The Minister may make regulations for—
(a) providing for the examination of vessels, their passengers and
members of their crew and their papers;
(b) providing for such matters as are contemplated by, or necessary
for giving full effect to, this Act and for its due administration; and
(c) providing for the payment of fees and the levying of charges.
