23. General penalty
Any person who contravenes this Act or any order made or condition imposed under it, for which no specific penalty is elsewhere provided in this Act,
shall commit an offence and shall, on conviction, be liable to a fine not exceeding 2,000 rupees or to imprisonment for a term not exceeding 6 months.
