12. Appointment of staff
(1) The Authority may appoint, on such terms and conditions as it may
determine, such employees as may be necessary for the proper discharge of
its functions.
(2) A person shall not be eligible for appointment under subsection (1)
where—
(a) he is a licensee;
(b) his spouse or any of his children is a licensee; or
(c) he, his spouse or any of his children has a financial interest in a
body corporate or other body which is a licensee.
(3) Every employee of the Authority shall be under the administrative
control of the Director.
