21. Execution of documents
No deed, cheque or other, document shall be executed or signed by or on
behalf of the Commission unless it is signed by—
(a) the Chairperson or, in the absence of the Chairperson, any other
member designated by the Commission; and
(b) the Secretary or, in the absence of the Secretary, an officer
designated by the Secretary.
