4. Application for legal aid
Subject to section 5, any person who wishes to obtain legal aid to be a
party to civil or criminal proceedings shall—
(a) make an application in writing to the Authority in the form set
out in the Second Schedule;
(b) make a sworn statement in the form set out in the Second Schedule that—
(i) excluding his wearing apparel and tools of trade and the
subject matter of the proceedings, he is not worth
500,000 rupees; and
(ii) his total monthly earnings are less than 10,000 rupees.
