15. Qualifications for election as Councillor
Subject to section 16, a person shall be qualified to be elected as a Councillor where he is—
(a) registered as an elector in any ward of that city or town, or that
village, as the case may be; or

(aa) in the case of a Municipal City Councillor or Municipal Town
Councillor, occupying, as owner or tenant, any business premises in a ward of that city or town for not less than 6 months before the election; and
(b) able to speak and, unless incapacitated by blindness or other
physical cause, to read the English and French languages with a
degree of proficiency sufficient to enable him to take an active
part in the proceedings of the respective Council.
