91. Balance of unutilised money
The balance of any money borrowed by a Municipal City Council, Municipal Town Council or District Council, and not required for the purpose for
which the money was borrowed, may, with the approval of the Minister, and
subject to such conditions as he may determine, be applied for the funding
of any capital project.
