199. Limitation calculations for fixed claims
Where the amount calculated in accordance with section 197 (a) is insufficient to pay the claims referred to in that paragraph in full, the amount calculated in accordance with section 197 (b) shall be available for payment of
the unpaid balance of claims under section 197 (a) and that unpaid balance
shall rank rateably with claims referred to in section 197 (b).
