4. Objects of Agency The objects of the Agency shall be to— (a) coordinate and facilitate efforts at national level towards the implementation of programmes for the prevention of substance abuse and the treatment and rehabilitation of substance abusers; (b) complement existing facilities for— (i) the prevention of substance abuse; and (ii) the treatment and rehabilitation of substance abusers; (c) mobilise resources locally and overseas for treatment and rehabilitation of substance abusers; (d) set up and manage institutions for the treatment and rehabilitation of substance abusers; (e) provide after-care services for the rehabilitation of substance abusers; (f) advise, guide and help voluntary social organisations engaged in the prevention of substance abuse and in the treatment and rehabilitation of substance abusers.
