2. Determination of questions as to membership (1) An application to the Supreme Court for the determination of any question under section 37 (1) (b) or (c) of the Constitution shall be made by way of a petition presented to a Judge in Chambers, who shall fix a day on which the Court shall hear the petition. (2) The petition shall state with precision the ground on which the application is being made. (3) At the time of the presentation of the petition, the Judge shall fix the amount and manner of the security to be given on behalf of the petitioner for the payment of any costs that may become payable by him. (4) The petition shall be heard and determined by a Court consisting of at least 2 Judges.
