15. Penalty
Every person who contravenes section 11 (3), 12A or 13 or any regulation
made under this Act shall commit an offence and shall, on conviction, be
liable to a fine which shall be not less than 500 rupees nor more than 5,000
rupees and to imprisonment for a term not exceeding 2 years.
