15. Appointment of employees
(1) The Council may appoint, on such terms and conditions as it may determine, such number of persons to serve as officers and staff of the Council
as it may consider appropriate for the effective performance of its functions.
(2) The Council may engage, on such terms and conditions as it thinks
fit, such persons as are knowledgeable in matters related to economic and
social development.
