12. Appointment of employees
(1) The Council may appoint on such terms and conditions as it thinks fit
such number of employees as it considers necessary for the proper discharge
of its functions.
(2) The Council may engage temporarily or on such other terms and conditions as it may deem necessary, persons who are knowledgeable in matters
relating to productivity, quality and competitiveness.
(3) The employees shall be under the administrative control of the Executive Director.
