19. Certificate admissible in evidence
In any proceedings, a certificate under the hand of the Permanent Secretary to the effect that a person has not paid contributions or has refused or
failed to produce a document when required to do so under this Act or any
regulations made under this Act, shall, unless the contrary is proved, be evidence of the fact that that person has not paid such contributions or has
refused or failed to produce the document, as the case may be.
