3. Fresh notice
(1) A fresh notice shall be given in the manner specified in section 2
where—
(a) a change has taken place in—
(i) the title of the newspaper or periodical;

(ii) respect of the places and buildings where the newspaper or
periodical is printed and published; or
(iii) the person of the printer or editor or in the person or interest of the proprietor; and
(b) the Accountant-General requires a fresh notice.
(2) Any person who contravenes subsection (1) shall commit an offence
and shall, on conviction, be liable to a fine not exceeding 500 rupees.
