3. Application of Act
(1) This Act shall bind the State.
(2) This Act shall apply wherever work is performed—
(a) under a contract of employment;
(b) by a self-employed person; or
(c) by an outworker.
(3) The Minister may, in the interest of public security or public safety, or
in the public interest, exempt any place of work from the application of any
provision of this Act and for such period as he deems necessary.
