87. Factory building permit
(1) Every person who intends to construct a factory or a building appurtenant to a factory shall, at least 30 days before commencing construction,
apply in writing to the Permanent Secretary for a factory building permit and
submit to the Permanent Secretary proper site and location plans together
with detailed drawings showing elevation, sections and plans of each floor of
the factory or building, drawn to scale, with proposed layouts of machinery
intended to be placed therein, and the welfare facilities to be provided for the
employees.
(2) On receipt of an application under subsection (1), the Permanent Secretary shall, after making such enquiries as he thinks fit, by written notice—
(a) grant the permit on payment of the prescribed fee and subject to
such conditions as he thinks fit; or
(b) refuse to grant the permit and specify the ground of his refusal.
(3) Every person who constructs a factory or a building appurtenant to a
factory without a factory building permit issued under subsection (2) shall
commit an offence.
