17. Imminent risk of infestation on premises not under quarantine
(1) An officer may, where he is satisfied on reasonable grounds that
there is an imminent risk of a pest infestation on any premises, other than
premises in a pest quarantine area, exercise such powers as are assigned to
him under this Act, to avoid the risk of a pest infestation.
(2) In considering whether there is an imminent risk of pest infestation on
any premises, the officer shall have regard to—
(a) the proximity of the premises to a known infestation of the pest;
and
(b) the ability of the pest to spread.
