20. Application for licence
(1) No person shall, unless he holds a licence, undertake a private investigation for a fee or reward.
(2) A person wishing to be licensed for the purposes of subsection (1)
shall make an application for a licence to the Commissioner in such form as
the Commissioner may require.
(3) Where the Commissioner is satisfied that the applicant can properly
conduct the business of private investigations, he may, with the approval of
the Minister and subject to such conditions as he thinks fit to impose, issue
a licence to the applicant.
