17. Capital and borrowing (1) The Government may provide to the Authority from time to time equity capital to meet expenditures of a capital nature for the discharge of its functions under this Act. (2) In order to enable the Authority to meet expenditures of a capital nature for the discharge of its functions under this Act, the Authority may borrow such sums as it may require on such terms and conditions as may be agreed between it and any lender. (3) Government may guarantee the performance of any obligation undertaken by the Authority under this section on such terms and conditions as Government and the Authority may from time to time agree upon. (4) Government may, from time to time, prescribe the maximum sums which the Authority may borrow.
