30. Protection of environment
(1) In discharging any of its functions, the Authority shall, so far as is
consistent with the proper and efficient discharge of those functions—
(a) have regard to the protection of the environment; and

(b) endeavour to achieve a reasonable balance between that consideration and any other considerations to which it is required to
have regard.
(2) The Authority shall have power to take such action as it considers
necessary or desirable for the performance of any functions relating to the
protection of the environment which may be conferred or imposed upon it by
or under any enactment.
