57. Power to investigate discharge of pollutants
(1) In the case of a vessel which is for the time being in any port, the
Port Master and any other person appointed by the Authority under this section (either generally or in relation to a particular vessel) shall have power to
go on board and inspect the vessel or any part thereof, or any of the machinery, boats, equipment or articles on board the vessel, for the purpose of
ascertaining the circumstances relating to an alleged discharge of a polluting
substance or waste from the vessel into the port.
(2) A person exercising any powers conferred by subsection (1) shall not
unnecessarily detain or delay the vessel in proceeding on any voyage.
(3) If any person wilfully obstructs a person acting in the exercise of any
power conferred by this section, he shall commit an offence and shall, on
conviction, be liable to a fine not exceeding 10,000 rupees and to imprisonment for a term not exceeding 2 years.
