23. Codes of conduct, best practices and uniform standards
(1) The Authority shall, from time to time or on request being made to it,
approve codes of conduct, issue best practices or uniform standards in connection with—
(a) the operation of postal systems;
(b) the provision of postal services; and

(c) the conduct of licensees in the provision of services.
(2) Every licensee shall comply with the relevant provisions of the codes
of conduct, best practices and uniform standards.
