26. Opening or detaining postal packets
Any officer of the postal service who, except in pursuance of any enactment or in obedience to an express warrant in writing from the Authority,—
(a) opens or causes or allows to be opened; or
(b) detains or delays or causes to be detained or delayed,
any postal packet passing through the post, shall commit an offence.
