3. Application of Act
(1) Subject to subsection (2), this Act shall bind the State.
(2) The Minister may—
(a) on the recommendation of the Authority;
(b) in the public interest; or
(c) for reason of state security or public order,
and, on such terms and conditions as he thinks fit, exempt a Government
department from compliance with this Act or part of this Act.
