15. False and misleading statements to Commission
No person shall, in connection with an application made under section 9,
10 or 12—
(a) make or procure the making of a statement to the Commission
which he knows or ought reasonably to know is false or misleading;
(b) omit to state any matter to the Commission where he knows or
ought reasonably to know that, because of the omission, the
application is misleading in a material respect.
