13. Delegation
(1) The Council may, subject to such instructions as it may give, delegate to the Registrar such of its functions and powers as may be necessary
for the effective management of the day-to-day business and activities of the
Council, other than the power to—
(a) sell or exchange any property;
(b) make or receive any grant or donation;
(c) borrow money and raise funds.
(2) The Registrar may, with the approval of the Council, delegate his
functions and powers to such officer as he may designate.
