13. Registrar
(1) The Council shall appoint, on such terms and conditions as it may
determine, a professional quantity surveyor to act as Registrar of the
Council.
(2) The Registrar shall be responsible for the proper administration of the
Council.

(3) The Registrar shall act as Secretary to the Council and—
(a) shall, for every meeting of the Council—
(i) give notice of the meeting to the members;
(ii) prepare and attend the meeting;
(iii) keep minutes of proceedings of the meeting; and
(b) may take part in the deliberations of a meeting of the Council,
but shall not have the right to vote.
(4) The Registrar may also act as the Treasurer of the Council.
(5) The Registrar shall have such other functions as may be conferred
upon him by the Council.
(6) Where the Registrar is for any reason unable to perform his functions,
the Council may appoint another professional quantity surveyor to act as
Registrar.
