2A. Non-application of Public Procurement Act
The Public Procurement Act shall not apply to a project
under this Act.

(c) in section 3A, by inserting, after paragraph (d), the following
new paragraph –
(da) monitor the implementation of a project
until the signature of a contract with a
private party and the operation of the
project;
(d) by repealing section 3B and replacing it by the following
section –
