15. Influencing Commission (1) Subject to subsection (2), every person who, otherwise than in the course of his duty, directly or indirectly, by himself or by any other person, in any manner attempts to influence a decision of the Commission, the Chairperson or a Commissioner shall commit an offence and shall, on conviction, be liable to a fine not exceeding 2,000 rupees and to imprisonment for a term not exceeding 2 years. (2) Nothing in this section shall prohibit any person from giving a certificate or testimonial to an applicant or candidate for a public office.
