28. General meetings of large associations (1) Every notice convening an annual general meeting of a large association shall be published, not less than 14 days before the date of the meeting, in one daily newspaper approved by the Registrar. (2) Every notice under subsection (1) shall specify— (a) that the meeting is convened as an annual general meeting; and (b) that the matters to be considered at the meeting will include— (i) the statement of accounts of the association prepared under section 20 (2); and R16 – 15 [Issue 10] Registration of Associations Act (ii) where appropriate, the election of the officers. (3) Subject to section 30 (2), at a general meeting of a large association— (a) subject to the rules of the association, a member may vote by proxy through another member; (b) no member shall vote as proxy for more than 9 members.
