5. Licences
(1) No person shall carry on the business of dealer in sand unless he is
the holder of a licence granted under subsection (2).
(2) The authorised officer may—
(a) on payment of the prescribed fee; and
(b) subject to such conditions as he thinks fit to impose,
grant a licence to deal in sand to an applicant for a period not exceeding one
year.
