13. Mode of calculating portion of water
In determining what quantity of water shall be assigned to any property,
any portion of water which has been previously granted or assigned to the
same property, or to the property of which it formed a part, shall be taken into
account, to the effect that no property shall have assigned to it a greater
quantity of water than that to which it was originally entitled.
