13. Delegation to General Manager
(1) The Board may, subject to subsection (2) and to such conditions as it
may impose, delegate to the General Manager such of its powers under this
Act as may be necessary to assist in the effective management of the
Authority.
(2) The Board shall not delegate its power to borrow money or raise
loans.
