169. Appeal
(1) Where the Commissioner of Police refuses to grant—
(a) an instructor’s licence;
(b) a driving school licence; or
(c) a variation of the conditions of the licence referred to in paragraph (a) or (b),
the applicant may, within 10 days of the notification of the refusal, appeal to
the Minister in accordance with such procedure and upon payment of such
fee as may be prescribed.
(2) The decision of the Minister shall be final.
