177. Commissioner to resolve doubt
(1) (a) Where a doubt arises as to whether a vehicle or class or type of
vehicle falls within a particular class or type of vehicle under this Act, the
matter shall be referred to the Commissioner.
(b) The Commissioner shall determine within what particular class or
type of vehicle the vehicle falls.
(2) A decision given by the Commissioner under this section shall be
final.
