193. Non-payment of fixed penalty
Where a person who has been served with a notice under section 191
fails to pay the appropriate fine within the time limit mentioned in the notice
and criminal proceedings are instituted against him for the offence in respect
of which he was served with the notice, he shall, notwithstanding this Act
or any other enactment, be liable, on conviction, to a fine which shall not be
less than twice the amount specified in the second column of the Fourth
Schedule in respect of that offence.
