13. Refusal of registration
(1) The Commissioner may refuse to register a motor vehicle or trailer if—
(a) he is informed by the Commissioner of Police that the
vehicle has been stolen;
(b) he has reason to believe that the vehicle—
(i) is mechanically defective;
(ii) fails to comply with the requirements of this Act or
of the regulations made thereunder; or
(c) the applicant furnishes inaccurate particulars in the application for registration of the vehicle.
(2) Where the Commissioner refuses to register a vehicle
under subsection (1), he shall furnish to the applicant the reasons for such refusal.
